Voting is done through a specific group of elected representatives, the council. The electoral outcome is enacted on-chain, hence it is automatically executed by the underlying blockchain. It has to be noted that in NPoS Networks such as Polkadot, Kusama, and Edgeware, governance is a mixture between Council and Validator vote.
